Work Experience

Practiced law and worked as a trust officer in Indianapolis, Indiana for several years before moving to Wisconsin. Worked as a Trust Officer and a Vice President of Associated Trust Company from 1995 through 2005 when he was elected County Executive for Winnebago County.

Political Experience

  • Served 3 terms on Oshkosh City Council (1999 through 2005), including one term as Mayor
  • Served one term as District 24 Winnebago County Board Supervisor
  • Currently serving 3rd term as Winnebago County Executive

County Executive Accomplishments

  • Proposed balanced budgets, reduced outstanding debts and restored reserves
  • Improved efficiency of the County:
    • Maintained all services while reducing total County spending
    • Reduced the County operating costs through new technology and operational efficiencies
  • Built a new efficient County nursing home
    • New 168 bed facility with improved dignity and care
    • Increased Medicaid reimbursements to the nursing home
    • Reduced tax subsidy of nursing home
  • Support for education through UW Fox Valley
    • Added on engineering building with labs and classrooms
    • Built a new Communication Arts Center
  • Increased investment in infrastructure
    • 42 million dollars invested in highway and bridge projects over the past 10 years (Includes state and federal funding of County Projects)
  • Eliminated the waiting list for human services to the elderly and disabled through Lakeland Family Care District
  • Continued the County's commitment to energy conservation and to the use of renewable energy including landfill gas and solar energy
  • Increased economic development funds and the revolving loan program
  • Acquired land and started development of the aviation business park
